Job Description
We are looking for a highly skilled and experienced Unit Head of Procurement to manage and lead all procurement and inventory functions within a dynamic educational environment.
This role will be responsible for overseeing centralized purchasing, contract management, supplier relations, inventory control, and the storage of essential materials and supplies.
The Unit Head of Procurement will ensure that the institution's procurement activities align with established policies, maintain budgetary discipline, and meet the needs of the school in an efficient and timely manner.
Key Responsibilities:
- The duties and responsibilities of the Procurement and Store/Warehouse, as assigned by the School’s Director General, may include but are not limited to the following:
- Manages through subordinate officers, all activities throughout the school related to the broad function of materials management, which includes centralized purchasing of materials, supplies, equipment and services and the storage, interagency movement and control of such items.
- The incumbent is accountable for accomplishing all departmental goals and objectives.
- Assumes full management responsibility for all departmental services and activities including contract administration, stores/ warehousing management, inventory control, and procurement administration and purchasing; recommends and administers policies and procedures.
- Manages the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
- Establishes, within company policy, appropriate service levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly within the procurement department.
- Reviews contract and purchasing proposals; evaluates options; ensures guidelines and mandated regulations are complied with; makes recommendations and/or approves proposals.
- Directs the implementation of operational systems to ensure accuracy of inventory levels and compliance with governmental and school regulations and policies.
- Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for equipment, materials and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
- Oversees implementation of specialized supplier and contracted services.
- Responsible for supplier’s registration, supplier’s records and documents, supplier's performance management and evaluation.
- Reporting on legal and contractual matters that require the intervention of school senior management.
- Coordinate with the procurement committee with regards to major procurement matters, implementation of Committees directions/Decisions, tendering and any other matters.
- Participate in the procurement committee's meetings.
Qualifications:
- Bachelor’s degree in business or public administration, economics or a closely related field from an accredited college or university
- At least 8 years of relevant experience in procurement and supplier’s management and similar functions, of which at least 3 years should have been in a supervisory position
- Exposure to Procurement/Logistics software tools like ERP, COGNOs, BIW, etc
